Job Description
M&J is currently seeking an Office Engineer to assist in the construction of a new federal agency building in Maryland.

Responsibilities

  • Provide assistance in managing paperwork in support of construction contract modifications (i.e. assembling packages that include scope development, cost estimates, time impacts, and construction impacts).
  • Provide assistance in administering construction contract modifications, such as assisting in scope development; recommendations on estimating costs, times, and impacts; developing recommendations for pre-negotiation positions; assist with conducting negotiations and preparing negotiations related documents; and reviewing claims and associated documents.
  • Maintain knowledge of current business and industry practices and trends, sources for supply of materials, labor and equipment costs as they affect contract changes and claims.
  • Review Contractors' contract progress data, material and equipment usage, and quality control and survey reports to provide comments/recommendations to the Government in order to support the computation of progress payments to Contractor.
  • Maintain orderly working files and office document control system with regard to minutes of meetings and conferences, payments, updated progress schedules, monthly progress reports, punch lists, field changes, Request for Information (RFI), Request for Proposals and contract documents including amendments, notices to proceed, change orders, modifications and other locally generated documents developed during the course of construction.
  • Provide assistance managing and processing paperwork in support of the RFI process. Evaluate and provide comments/recommendations on contractor time impact analysis. Review contract submittals pertaining to Section 013201, Project Schedule, to assure that they conform to the specification requirements, recommending Government approval of those which are satisfactory, and providing clear and concise comments in writing to the Government for those submittals which are disapproved. All submittals will be reviewed and retuned within 14 calendar days after date of receipt unless otherwise specified.


Required Skills & Experience

  • Education: Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred
  • 5+ years of experience in construction engineering or project coordination
  • Experience in vertical construction (buildings, high-rises, etc.) preferred
  • Proficiency in construction management software (e.g., Procore, Primavera P6, AutoCAD)
  • Familiarity with project scheduling, cost estimation, and contract administration
  • Knowledge of construction documents, blueprints, and technical specifications
  • Communication Skills: Strong verbal and written communication to interact with project managers, contractors, and clients
  • Organizational Skills: Ability to manage project documentation, track RFIs, submittals, and change orders
  • Problem-Solving: Ability to resolve on-site and administrative issues efficiently
  • Field Knowledge: Understanding of construction methods, materials, and industry standards
  • Attention to Detail: Ensures accuracy in project documentation, reports, and logs
  • Teamwork: Ability to work collaboratively with site supervisors, engineers, and other team members
  • Experience supporting project scheduling and cost control
  • Ability to monitor project timelines, budgets, and resources
  • Software Knowledge: Familiarity with BIM (Building Information Modeling) tools is a plus
