M&J Engineering is seeking a highly experienced Part-Time Program Manager to support a strategic initiative for the Washington Metropolitan Area Transit Authority (WMATA). This role will contribute to the Maintenance Optimization & Technology Improvements (MOTI) group within WPMI, focusing on the modernization of Maintenance of Way (MOW) activities. The Program Manager will lead cross-functional teams, drive change management, and oversee the implementation of innovative tools and processes that enhance infrastructure performance and customer experience across WMATA.

Responsibilities

  • Provide strategic and analytical support to modernize WMATA’s Maintenance of Way (MOW) activities.
  • Serve as the point of contact for staff under this Statement of Work (SOW) and provide oversight.
  • Act as a Project Manager when needed, in alignment with broader project leadership responsibilities.
  • Analyze opportunities for efficiency and cost savings through process improvements in RAIL resource allocation and risk mitigation.
  • Develop business cases for initiatives or changes to secure WMATA approvals and funding.
  • Manage a team of project managers and technical writers to implement approved MOW Modernization initiatives.
  • Facilitate change management processes for new tools and processes.
  • Prepare monthly and quarterly executive-level updates on MOW Modernization initiatives and coordinate with Strategic Initiatives (STIN) for updates on 3% Challenge initiatives.
  • Maintain confidentiality.
  • Work across multiple departments and manage conflict.
  • Work periodically in the field around operating equipment and within a Control Room Environment.

Qualifications

  • Minimum of 15 years of professional experience, including at least 7 years of program management experience in construction, engineering, or related fields.
  • Bachelor’s degree in engineering, Information Technology, Communication, public administration, or a relevant field.
  • Proven experience in business process improvement, change management, and forecasting.
  • Strong organizational, verbal, and written communication skills.
  • Proficiency with Microsoft 365 applications, specifically SharePoint.

Preferred Qualifications

  • Experience with WMATA Budgeting programs and Procore.
  • PMP Certification

 

Salary Range: $84-$110/HR based on experience and education.
