M&J Engineering is a leader in construction management and inspection, ITS, mechanical, electrical, wastewater, water supply, tunnel airport, port, marine/coastal, environmental engineering, and design-build services for both new infrastructure projects and renovations.

 

The Data/Business Analyst provides analytical support for WMATA’s contract and outreach programs, enabling data-driven decision-making and continuous improvement across operational workflows. This role supports the development, monitoring, and optimization of contract performance metrics, supplier diversity goals, outreach effectiveness, and compliance reporting. The analyst collaborates across departments to deliver insights that strengthen transparency, efficiency, and equity in WMATA’s procurement and engagement practices.

Responsibilities

  • Use technical and user requirements to create the appropriate KPIs while working with stakeholders to determine relevant targets;
  • Analyze business needs and requirements to understand the business impact of changes in business processes, OT, and other complex technical systems;
  • Design, test, and implement solutions that meet business needs and align with WMATA technology strategy;
  • Recommend system and process changes, and work with technical and business stakeholders to implement these changes;
  • Document and evaluate existing business processes and workflows;
  • Create detailed business analysis documents, including project plans, business requirements documents, and functional specifications;
  • Manage and prioritize Infrastructure-related projects based on business needs;
  • Conduct user acceptance testing to ensure the functionality of system solutions;
  • Facilitate training and provide support to business users on new systems or processes; and
  • Monitor the effectiveness of implemented solutions and make necessary adjustments to ensure optimal performance.
  • Comply with WMATA ethics and integrity rules and policies related to intellectual property use and distribution.

Qualifications

  • Bachelor’s degree in engineering, communications, business management, information technology or related field 3–5 years of experience in data analysis or business intelligence.
  • Proficiency in data visualization tools (e.g., Power BI, Tableau).
  • Strong communication and problem-solving skills.

Salary: $85,000 - $105,000
