We are seeking a Senior Project Manager – Municipal Capital Programs and Project Delivery with deep Massachusetts public-sector experience and a track record of helping owners move capital projects from initial planning and procurement through design, construction and closeout. This is an opportunity to help build and shape a growing Massachusetts operation, develop client relationships, lead municipal capital projects, help pursue new opportunities, influence the services and markets we grow into, mentor and recruit future team members, and personally deliver meaningful work for public-sector clients. You'll have the opportunity and influence that come with building something from the ground up, backed by the resources, technical capabilities and established Northeast presence of M&J. This is a seller-doer-builder role for someone who enjoys working directly with clients, solving project-delivery problems, winning work and building teams.

Responsibilities

  • Work closely with M&J's Massachusetts leadership and technical leaders across the company to help grow and deliver our municipal and public-sector capital-program business.
  • Lead municipal and public-sector capital projects from planning and procurement through design, construction and closeout.
  • Serve as a trusted advisor to municipal and public-agency clients on capital-program and project-delivery issues.
  • Provide Owner's Representative/OPM, PM/CM, design-management and construction-administration services.
  • Manage project scope, budgets, schedules, risk, quality and stakeholder coordination.
  • Lead construction-phase activities including constructability, contractor coordination, change management, cost and schedule oversight and project closeout.
  • Assist clients with consultant/designer and contractor procurement and Massachusetts public-project delivery requirements.
  • Support capital planning, facility assessments and development of multi-project capital programs.
  • Manage multiple concurrent projects and assignments for municipal and other public-sector clients.
  • Build and maintain relationships with municipalities and public agencies throughout Massachusetts.
  • Identify follow-on assignments and new opportunities within existing client accounts.
  • Lead and contribute to proposals, interviews, capture planning and business-development activities.
  • Help recruit, mentor and develop the next generation of M&J's Massachusetts project-delivery team.
  • Collaborate across M&J's engineering, construction management, inspection, transportation, facilities and other technical practices.

Qualifications

  • Approximately 15+ years of relevant experience, preferably in Massachusetts public-sector capital programs and project delivery.
  • Demonstrated experience managing public capital projects from planning and design through construction and closeout.
  • Strong relationships with Massachusetts municipalities and/or public agencies.
  • Experience working directly with town/city managers, DPW and facilities leaders, building committees, public-safety officials, designers, contractors and other project stakeholders.
  • Meaningful experience in several of the following: Municipal capital programs, Owner's Representative/OPM, PM/CM, public facilities, design management, construction administration, capital planning, public procurement and grant-funded capital projects.
  • Strong construction-phase leadership experience, including constructability, contractor coordination, cost and schedule oversight, change-order management and closeout.
  • Knowledge of Massachusetts public procurement and project-delivery practices.
  • Experience with Chapter 149 and/or 149A projects; Design-Bid-Build and CM-at-Risk experience is highly valued.
  • Demonstrated ability to manage multiple projects and clients simultaneously.
  • Strong written, presentation and client-facing communication skills.
  • Experience developing scopes, proposals and fee estimates and participating in client interviews.
  • An entrepreneurial, collaborative mindset and genuine interest in helping grow a business and develop people.

Preferred Credentials

  • MCPPO certification is highly desirable.
  • CCM certification is highly desirable.
  • A Massachusetts PE or RA is a significant plus but is not required for an exceptional candidate with the right municipal capital-program, OPM and construction-management background.
